PROGRAMS AND SERVICES
FUNCTIONAL STATEMENT:
Social Welfare services which includes programs on child and youth welfare, family and community welfare, women’s welfare, welfare of the elderly and disabled person, community based rehabilitation programs for vagrants, beggars, street children, scavengers, juvenile delinquents and victims of drug abuse, livelihood and pro-poor projects, nutrition service and family planning services coordinate with GO’s and NGO’s. Social Welfare program provides immediate relief and assistance during man-made and natural disasters and calamities.
GOALS AND OBJECTIVES:
To develop, administer and implement a comprehensive social welfare program of the city. This is designed to improved the quality of life of the needy families, children youth, adult, elderly group and community, in order to uplift the living conditions, become self-reliance, productive, contributing and participative members of society.
OBJECTIVES:
- To effect the readiness of the needy, person and community in order to utilize their human and material resources for the improvement of their social functioning and socio-economic sufficiency.
- To extend social services and immediate crisis intervention to families, children, youth, elders, those who are victims of disaster, physically disabled and handicapped, socially disadvantaged, displaced for resettlement and rehabilitation.
- To link and collaborate with another government and non-government agencies and volunteer organizations so that their resources are made available to needy populace.
- To augment, support and implement special project to the city government for Public Welfare and Development.
CLIENTELE SYSTEM:
The office employees were a network of Social Workers and other field workers to bring the services closer to the public. It caters the 51 barangays of the City of Passi and its target clientele. Its objective is to develop self-reliant become productive citizens.
- CHILDREN:
Abandoned/neglected, maltreated/abused, undernourished, socially disadvantaged, and mendicants.
- YOUTH:
Out of school youth, youth with behavioral problems, street children, juvenile delinquents, youth with mental deficiency, drug dependents, and youth offenders.
- FAMILIES:
Economically needy, jobless and unemployed family heads, solo parents, families with problems of relationships, unskilled men and women.
- COMMUNITIES:
Communities with a minimal existence of basic services.

Victims of natural and man-made calamities, individual in crisis situation, displaced individual.

- Family Services:
A promotive and a developmental services whereby family were met together to identify problems, resources and solution. It consist of activities where the families themselves performed.
A) PES – Parent Effectiveness Services, is the provision and expansion of knowledge, attitude and skills of parents and other care givers on the early childhood development, health care, behavior management, husband-wife relationship and parenting rights and duties. PES services is primary for fathers, mothers, surrogate parents, guardian and other care givers of 0-6 years old children who have ineffective knowledge, attitude and skills in parenting. This is a series of lectures participated by married couple in the community.
B) Family Casework - a series of activities involving significant members of the family focused on their role adjustment and performance towards the resolution of a crisis situation. It aims to improve family social functioning by helping family overcome the crisis. These services designed for a families experiencing crisis and at risk of disorganization and disharmony.
C) Counseling – focused on the development strategies to help individual and families to cope with a stressful life situation associated with psychological, socio-cultural, physical, economic concern and emotional anxieties experienced by the families. These involves session with the troubled family member on ventilation, development of objectivity, formulation, of plan of action and implementation. Counseling Information offers to individual and family who take part in the process to overcome family crisis.
D) Aid to Individual in Crisis Situation (AICS) an emergency intervention services designed to individual, family and to walk-in client who are in crisis situation it provides financial/medical assistance and referral system to other service agencies. This is a center based that require clients for personal intake interview.
E) Disaster Management Service – to adapt measures to protect the community from the harmful effects of man-made of natural disaster and calamities to provide relief services and assistance to community and evacuees during calamities and in the aftermath of said disaster and calamities and in return to productive means and ways of life.
- Community Services:
A.) DAY CARE SERVICE PROGRAM
Day care service provides custodial care for the pre-school children in the absence of mothers when no better substitute arrangement is available at home. It also provides pre-school children with opportunities to develop a strong foundation of spiritually and positive attitudes and values of the society at the same time, help children to develop their mental, intellectual, verbal and language skills (Creative and analytical ability and develop their self-confidence, self expression, and self-discipline). Day Care service were available at 64 day acre centers all over 51 barangays with their respective trained Day Care Workers with technical and closed supervision and monitoring at the office.
B.) EARLY CHILDHOOD DEVELOPMENT PROGRAM
A child and family services designed to build on and improve existing health, nutrition and early education services for disadvantaged children from 0-6 years old. It is a home based program that provides information, skills and support system to assist parents in their roles as their children’s primary care givers and educators. These include public and private parent education programs linked to center and other care education program services are made available to the day care centers and rural health centers being catered by the trained (CDW’s) Child Development Workers.
2. Youth Services:
Youth services provides specially for the special youth belonging to the 15-24 age group who are marginalized by existing societal forces thereby needing special care, attention and protection. This group were being provided with a special services like individual, family counseling and referral to the agency catering a such need for preventive measure and for rehabilitation.
OSY- Out of School Youth are those who are not enrolled in any formal, vocational and technical school, not employed or self-employed. These group were being provided and assisted with a basic skills to inculcate concrete sense of responsibility and develop critical thinking and enhance self motivation, likewise a swine dispersal which is a livelihood projects that generates income. It provides an opportunity among the youth to direct activities into positive work habits.
Promote sharing of information among various sector in the Barangays thereby facilitates the internal and external development agents to reach common targets and address priority problems in the community.
A.)Community organizing of human resources and motivating people to undertake a dynamic process which enable them to realize as part of the community planning and development. Community themselves identify, analyze and prioritize their common needs and develop programs and projects which would be most effective in improving and alleviating their lifestyle.
A.) Women’s Services
Participation and development process in direct involvement from women’s group which aims to build women’s capabilities to have access to resources, benefits and opportunities towards self- reliance and to improve in personal, family and community development. Women’s organized effort to met goal and objectives such as promotion of women’s welfare thru productivity skills enhancement training programs and additional skills that provides competitive and effective ways to sustainable development.
Livelihood Training such as:
- Food processing and preservation
- Hair science
- Sewing
- Table skirting/bouquet and flower arrangement
- Restaurant Management Services
- Baking
- Handicraft
These multifarious skills enhancement offers opportunities to an organized group of women who have desired interest to learn acquire more skills in order to start with their own small scale business enterprises. This is a community and center based program designed to an organized group of women.
c. Senior Citizens
An organized group of an elderly person who at least sixty years old, including those who have retired from both government offices and private enterprises, regardless of his/her income and property. Any qualified senior citizens as determine by the (OSCA) Office of the Senior Citizens Affair must have the following benefits under RA 5257
-
- Free medical dental diagnostic and laboratory fees in all government facilities.
- 20 % discount in purchase in medicines
- 20% discount in hotels, restaurant, recreation centers
- 20% discount on theater, cinema houses and concert hall, etc.
- 20% discount on medical and dental services, diagnostic and laboratory fees in private facilities.
D. LIVELIHOOD PROGRAM
A poverty and alleviation program is an augmentation support to satisfy minimum basic needs of our disadvantage sector of our community. These program provides capital assistance to individual an family who have less and limited access to resources.
a. Self Employment Assistance Para sa Kaunlaran (SEA-K/SEAP) a capital assistance grantyed to qualified beneficiary’s, without any interest in order to uplift their way of life.
To qualified as beneficiary’s, the individual or a group must have a viable project existing in a resident of a certain barangay. A good payee and a active member who had positive outlook must undergo the three days consecutive capability building training for them to be aware of their duties and responsibilities as member and equip them with knowledge and skills and operation of
