Biography of the Mayor

 

 

 

It is man’s greatest aspiration to make a profound difference in the lives of his fellowmen to create a positive impressing in the community where he belongs and to mold an existence of worthwhile legacy.

 

On February 23, 1969, twenty nine years before his Excellency President Fidel V. Ramos signed R.A. 8469 – “An Act Converting there Municipality of Passi in the Province of Iloilo into a Component City to be known as the City of Passi”, the person who tried all means to garner the approval of the above-mentioned proposal was born.

 

As the youngest son raised in a highly religious and cultured family, his parents former Mayor Ricardo Palmares, Sr. and Mrs. Estrella Tiongson Palmares named him “JESRY”, A COMBINATION OF Jesus and Mary. When he reached the age of scholastic readiness, he discovered the joy in learning ABC’s and memorizing 1, 2, 3’s when he was enrolled in Assumption School, Iloilo City, where he spent his elementary years. He was able to unveil the significance of education, patriotism, and good values when he attended his secondary education in Sta. Maria Catholic School, Iloilo City. Due to his high interest in societal transformation and development, he decided to take up AB Sociology and Community Development in the University of the Philippines in the Visayas. The influences of the rigorous training and intensive preparation, which he gained from the mentioned Catholic School and famous university were reflected in his positive and sensitive dealings with other people.

 

Since he was not the kind of man who would just sit in the corner to convert oxygen into carbon dioxide and since he knew that he could act as a catalyst for change in his community, he decided to answer the call of politics. Thus, he was proclaimed as the youngest Municipal Vice Mayor at the age of twenty three on July 1, 1992 and at the same time, the youngest Municipal Mayor and twenty-six on July 1, 1995 to June 30, 2004. The majority votes he acquired from the electorate in the span of his political career were proofs of the quality services which he rendered to his people and were signs of love, trust ad confidence of the constituents for their leader. His years in the political arena were highlighted by exemplary performance and outstanding endeavors which he placed Passi City in the limelight. It was not only once that he received the Outstanding Municipal Mayor of the Philippines and the Outstanding Public Officials of the Year Awards. He was also awarded various certificates for his excellent achievements in the field of leadership. On May 2010, he became the City Mayor as proved by majority convincing votes.

 

As the saying went, victory is sweeter when shared. No wonder, he decided to march on the aisle on December 1, 1998, of course, with his “diamond”, valuable and priceless. The bride on his side was a true-blooded Passinhon in the person of Mrs. Jinky Diaz Palmares, who had just finished recently her Doctor in Philosophy major in Administration Development. The couple was blessed to have three adorable children: Angela Dominique, Katherine and Joseph Andrew.

 

 

Now , as he looks beyond the presence into a vast unknown called the future, he can envision a wide array of leadership challenges in which he can apply his knowledge and expertise in the field of governance. These obstacles may be infinitely small or infinitely great, but these can never hinder a passion that burns like a forest fire. With the presence of his beloved family and cooperative constituents, Passi City Mayor Jesry T. Palmares is confident in looking ahead to a bright tomorrow of undefeated and unconquered political career. He can surely win the future.
